The Rogers Xfinity Stream app on iOS can do that. Tap on the playing video to reveal the controls, then tap on the "two squares" PiP icon to the right of the "X" on the upper left of the screen.
That will "detach" the playing video. You can then switch apps and the small video window will remain playing on top of the active app.

What device are you using? How old is it, and is it running iOS or Android?
I am not an Android user so I have no idea whether or not the Xfinity Stream app supports PiP mode on that platform.

OK i just confirmed that it doesnt have that PIP option on either of my android devices (which indicate the OS is up to date). However, as you note the option DOES appear on my IPAD. So will just accept it doesnt support Android OS for now. Thanks all.
