ECF upon death

Good day,

 

FIL passed away early February. Called in after death, provided death cert, Power of attoney with a 4 hour phone call. After more than one month still billing. Called again, 2 hour phone call, person said account was not cancelled. Took 2.5 months to finally get account cancelled all equipment returned within 1.5 months and acknowledged receipt.

 

Now they are attempting to charge an ECF $180.00. What's with that? He died. 

Do they alway charge ECF upon a death? Cancellation was not by choice.

I would like to see this ECF gone and the account fully closed.
